Education Funding

A number of members have posted recently regarding changes in their LEA policy on Nursery Education Funding - ie the free 2.5 hour provision for all 3-5 year olds. Although the guidance is prepared by the DfES SureStart unit, LEAs are given much freedom to interpret it in a way that best suits their own requirements. This year a number of LEAs seem to have insisted that settings, in order to be eligible for the funding, have to offer the free place to All children whose parents require it. (Previously most required only that one core free place was provided for each setting). This has the obvious implication that settings open for longer than 2.5 hours, which…

Hi people - The new Code of Practice (2004 - 2005) for Nursery Education Funding is just out! You can download and view it here if you wish. I can't seem to find it on the Surestart site yet. We will highlight some areas of it when we've read it through properly. If you have trouble downloading it (ie if you can view it but not save it, just right click on the attachment and click 'Save Target As'. Regards, Steve. Codeofpractice_2004_2005.pdf

I work in a more "well off" outer London Borough (though many residents would question this - housing ranges from 7+bedroom detached mansion to 1 bedroom high rise flat!). Anyway in December we were told by Early Years that children would receive funding in the term after they were 3. We have now received a letter to say that 'Sorry' due to powers that be, from September 2003 Nursery Education Grant will only be available to children in the term before their 4th birthday. Attached to the letter is a table showing when children will be eligible to receive the NEG. This goes up to 2005. I.e. children will not receive the grant until they are nearly four, irrespective of …

Hello all, Do any of you have problems with fluctuating occupancy during the year caused by the NEG? Our nursery is open for 51 weeks of the year, but can claim the NEG for only 14 x 3 = 42 weeks. The effect of this is that the nursery is nearly full during the NEG periods and half-empty during the non-NEG periods. This makes staffing very difficult (and expensive) because we end up being extremely overstaffed during the non-NEG periods. Has anyone found a good solution to this? Thanks for your help, Tom

hi, I run a preschool who exepts the NEG, my problem is this, we have some children who use their five funded sessions at the nearby nursery ( cos their more expensive) and then attend my setting for another 2 or 3 sessions per week and pay the normal fee charged to non funded children. As they are 3 or 4 years old, should we still offer them an "educational session" as the funded children recieve, or the same type of session as the younger children? tried ofsted, but their yet to get back to me, i knew i should have come to the forum first. i hold a session on a wednesday afternoon for funded children who are to attend school in september only, shoul…

New Grant Procedure
by Guest- 9 replies

Has anybody else heard that the procedure for nursery grants is being rewritten by the DfES? I have just been informed by a colleague that as from April children will be given free time rather than a specific amount of money. Obviously settings have different rates and this could have implications for both pre-schools and private day nurseries. I am not sure what yet and how it is going to work. I just wondered if anybody else had been infomed of this and had any ideas of what it is going to entail. Linda

I’m studying the HND early childhood studies and as my early years project I want to look at the impact of the NEG on pre-school/nursery provision and I would be interested to hear from practitioners past and present about how NEG has affected their provision, Have day nurseries found it a help to be able to offer free places to parents? does the funding cover the costs? Have schools started taking children younger to cash in on the grant money? Or opened nursery classes because the funding is now available? Have playgroups closed because they have been unable to offer free NEG places? Do early years workers find the conditions of grant too prescriptive?…
