I don't feel I can comment on the article as it doesn't really explain the set up very clearly and I suspect its rather been blown up out of proportion by the media. There are always instances where well meaning people take 'rules' to extremes and beyond out of a lack of understanding, even if their intentions are basically motivated out of a desire to protect and 'do the right thing'.
