Management Qualifications

Hi all The Nursery I work in has 2 owners/managers one is Level 6 and one is Level 3, I think I have read somewhere or heard somewhere that all Managers need a certain level of qualification by 2015 but cannot now find anything to back this up. Am I right in thinking this or have I dreamt it?? Thanks
