Progression through development matters bands

We are trying to monitor progress through the devp matters bands over the year and are recording whether the children are emerging, working within or are secure in the bands. We are puzzling over the 40-60 month band and the ELG. Does working securely in this band include the ELG, or would it be the statements leading up to the ELG.

 

if a child was assessed on entry at secure 30-50 months, would expexted progress be secure at 40-60 months, and more than expected progress (ie. good progress) be achieving the ELG?

Any ideas??
