My % are stated as we gave them however the average % for each area are not the averages???? And paint us in a worse light. Any thoughts please? Basically I need to analyse last years data and compare to the local authority as a whole. The trouble is that the figures just dont add up. Take CLL Say for exp or exc we got 86% 92% 89% The CLL score we have overall is 78%! Please help if you know if they use a formula taking other factors into account????
