End of year targets for reception

We're trying to set end of year targets for each of our Reception children. Last year we set targets according to the 7 areas of learning but it didn't seem to work as the children achieved at different levels across some of the goals, e.g expected in reading but still emerging (40-60 months) in writing. We don't want to set a target for each child across the 17 early learning goals. Does anyone else set end of year targets for each child in Reception and if so how do you do it? Thanks

I'd look at where they came in and set goals linked to the GLD from that analysis.
