can someone clarify for me the requirements regarding a level 2. Are they able to be left on their own with a group of children such as in the garden.

This, for me, is the million dollar question! I work several afternoon sessions with a level 2 who refuses to do a level 3 course. How can I find the answer to this?

I've known levels 3's that I wouldn't leave in charge of a hamster.....let alone a group of children, and unqualifieds who are brilliant :/

At the end of the day it's going to be your fault if something happens if you are in charge so I think you have to trust your instinct sometimes and if you can justify then go ahead. I would leave a level 2 who I know to be competent with a group of children where I could see/ hear be on hand quickly if needed. Fortunately for us we don't have too many blind spots so the layout of the rooms means generally people can all see each other if they wanted, even outside we have big patio doors so can see or hear a call easily if needed! Ideally you would never have anyone on their own with children but as we all know this isn't always possible (only two of you and one if you desperately needs the loo!!!!) so you just need to weigh up the risks. Hope that makes some sense, I don't think there's any black and white rules about this as long as qualified/ unqualified/ level 3 ratios are met within the setting!

I have just skim read and agree that the changes are not so drastic at the moment.

One thing that I am still a little unclear about is the full and relevant level 6 qualification. Those of us who have completed Early Years degrees have a level 6 but are they full and relevant in terms of the 1:13 ratio's?

re level 6, no only EYPS and QTS is full and relevant as far as I am aware.Indeed it seems to have relaxed things somewhat re QTS as i am sure that it used to be required that QTS's was granted in Early Years before on the Early yaers Workforce Audit tool..but perhaps I am wrong..

ive now read it and compared to 2012 version

here are the main differences

 

in most paras there is now reference to childmining agencies

page 7 exclusions for out of school care for the learning and development requirements

page 14 Inserted "where possible" when talking about 2 yera check feeding into healthy child program

page 17 Working together to safeguard children doc changed to updated 2013 version

page 18 references specific duty to make a referral to DBS when staff dismissed for harming child or putting child at harm

page 19 new section para 3.14 to 3.16 on disqualification

page 20 para 3,20 now includes the providers responsibility to support staff with training 9this was much earlier in 2012 version and has just been put in more appropriate place)

page 21. Removal of para 3.22 from 2012 version which talked about appraisals, upskilling staff and encouraging all staff to work towards L2

page 21 removal of requirement for paed first aid qualifcation to be local authority approved

page 21 para 3.25 now includes that providers must take account of layout of rooms, no of staff and children to ensure first aiders can respond quickly

page 22 removal of 8 am to 4 pm restrction on application of 1;13 ratios for those with L6 qualifications working with over 3's

page 24 specific reference to wrap around holiday care

page 26 behaviour- removal of specific refernce to written policy and named person

page27 simplification of safety and suitability paragraphs- note there is no reference to a H and S policy although it does refer to h and s legislation. No longer refers to safety of furniture equipment and toys, nor any reference to ensuring premises are secure.

page 28para 3.59 no reference to provision of an area for children to relax, sleep or play quietly.

page 28 para 3.60 removes need for 1 to 10 sinks /basins- now just refers to an "adequate number"

page 28 para 3.64 no refernce to a risk assessemnt policy

page 29 outings- no reference to parental permission

Page 29 Equal ops para removed and replaced with SEN para note nuance change with designated SENCO

So glad I've logged on, I have just finished reading the new version after the girls without GCSE's were called into our office today to be told by our management that they unless they pass maths/English by Sept they could no longer be used in ratio's and would effectively no longer be qualified with a full and relevant qualification. As you can imagine some very upset young (and older) girls if they didn't pass their GCSE's or CSE's.

I am so cross that my manager didn't do her research, I knew it couldn't be right that 1/2 our workforce would not be able to be used in ratios!

is there also going to be new development matters or does this stay the same and just the statutory guidance that is changing?

You do not have to follow development matters as part of the statutory framework. Early Years Outcomes are a guide but you can use whatever system you want to base a child's development on.

Oh my goodness, that's a terrible situation to put them in. Why on earth did she not check her facts properly.

I'm sooooo confused :huh:at so many different changes....please help.

Could anyone put a link up for the revised Statutory framework and for the current Early Years Ofsted inspection framework please?
