I don't see the difference between the 'exceeding' statement: Through their explorations, finds out and makes decisions about how media and materials can be combined and changed and the 'early learning outcomes' for 40 to 60+. To me it seems that the ELG is less advanced than the 40 to 60+ statements, which are more like the 'exceeding' one. The age-band and exceeding statements are more about creativity and independence: 'finds out and makes decisions' (exceeding), 'understands that different media', 'to achieve a planned effect', 'with a purpose in mind', 'selects appropriate resources', 'adapts work', 'selects tools and techniques' (40-60). The ELG, on the other hand is only about safety, exploration and experimentation.
