How does every put children into emerging, expected or exceeding? For example a child aged 30 months, secure in development 22-36 would you put this as exceeding or expected ?

I would assess that as expected, they are achieving withing the correct age bracket. If they had elements in the age range above then I would begin to consider whether they were exceeding.

Yes I agree,and I don't think you could call a child of 30 months who has been assessed in the 30-50 months age-band as exceeding either- because she is still within her actual chronological age-band. 'Exceeding' only really applies to the ELGs.
