As there is no requirement to have more than 1:30 adults in reception it could be that you were outside with all of them. If you do want to limit numbers then I'd use your professional judgement about what activities were taking place outside and how many children could safely do them. A TA could cover the class short term if the HT thinks they are suitable and they are under the direction of a QT so a group going outside is just what you feel is appropriate.
