Will 'Enjoyment and Excellence' change culture?

I've just started reading this forum. I work in a primary school without a nursery, as the Reception teacher/F/KS1 coordinator (for 6 years). Transition issues have been on the agenda for a long time. Will the new 'Enjoyment & Excellence' Primary Strategy change the culture in schools to enable hard pressed KS1 staff to adopt more informal ways of teaching and learning?
