Inclusion/special Needs Policy

Can anyone explain to me what the main difference is between these two policies and whether it is necessary to have both at a nursery? I'm probably being really thick here I know! :o

My understanding that there needs to be an SEN policy which takes in those children with special educational needs and makes reference to legislation relating to this while the inclusion policy will refer to all children and how you will make your practice inclusive so that no child feels excluded whatever their ability, developmental need, gender, and will take in legistlation and good practice from other areas such equality of opportunity, race relations etc

Perhaps someone can answer this better or direct you to the policy section as I have only just woken up!!!!Nikki
